WHAT'S HAPPENING NOW?

PRIORITIES

  • A key priority moving forward is gaining a clearer understanding of potential zoning changes that could support the mission, vision, and goals of the Stehekin Community Plan.
  • The Advisory Group and project team have discussed the need to narrow the list of zoning options for further evaluation. In order to identify and select a preferred alternative, both the Advisory Group and the broader community will need more detailed information about the implications of each option.

ZONING ALTERNATIVES

 Five potential approaches have been identified for consideration:

  1. No changes to current zoning
  2. Adoption of Rural Recreational/Residential (RRR) zoning
  3. Adoption of Rural Village (RV) zoning
  4. Development and adoption of a new zoning designation specific to Stehekin
  5. Development and adoption of a Stehekin overlay, which would work in conjunction with underlying zoning

UNDERSTANDING EXISTING CONDITIONS

To help inform these discussions, the team is working to better understand existing land and development conditions, including:

  • The total amount of private property in Stehekin
  • What portion of that property is developable
  • Existing zoning, codes, and regulations that apply to developable properties (including ADUs)
  • Identification of encumbered versus buildable properties
  • The percentage of private land that is already developed
  • The percentage of buildable land that is privately owned

CLARIFYING EXISTING ZONING & REGULATIONS

The team is also working to provide additional clarity regarding current regulations, including:

  • A full understanding of existing zoning and how it is applied
  • Recognition that current zoning was not intentionally applied in the past
  • A clear explanation of allowable uses and development requirements
  • ADU allowances under Washington State and Chelan County regulations
  • Building requirements and allowances within the floodplain/flood zone
  • Updated maps showing existing parcels and zoning designations
  • An assessment of where different zoning classifications or an overlay could potentially be applied

COMPARING ALTERNATIVES

The team is developing a summary comparison table of the zoning alternatives, including RRR and RV zoning. This table will help clarify:

  • Differences in lot sizes and allowed uses
  • Development standards and requirements
  • How an overlay functions as a regulatory tool (note: an overlay is not a zoning designation itself, but can be applied in combination with zoning)
  • Additional information will be shared as this analysis progresses to support informed community discussion and decision-making.
